In Aftermath Of Quake, A Local Group Is Delivering Much Needed Potable Water To Fellow Haitians

Washington, DC-MD-VA-WV – From May 2006 up to before the earthquake hit, Dlo Pwop and Washington, D.C.-based partner International Action had jointly installed 140 chlorinators on water tanks in neighborhoods, schools, orphanages, and hospitals throughout Port-au-Prince, providing over 400,000 Haitians previously exposed to waterborne diseases like cholera, typhoid, hepatitis, and chronic diarrhea with a supply of clean, safe water.

However, Haiti’s public water network suffered extensive damage during the quake, and many Haitians still remain without a reliable clean water supply. After the quake, Dlo Pwop rented local water tankers, filled them from wells and chlorinated their contents, and distributed 90 truckloads-each carrying 3,100 gallons-of safe, potable water to the poorest parts of Port-au-Prince, including its largest slum, Cité Soleil. Community-based staff also conducted a quick assessment and identified undamaged water storage reservoirs and tanks throughout the city. Dlo Pwop is now leasing 24 private reservoirs, which on average can hold at least 3,000 gallons each. The group has negotiated with owners to fill the reservoirs and to distribute chlorinated water to local residents on a daily basis. This strategy will reach tens of thousands who would otherwise have no source of clean water to use.

Leading disaster response and humanitarian aid organizations including the Red Cross, Mercy Corps, and UNICEF have recognized water as the top priority in saving lives and preventing diseases following the earthquake. In the absence of potable water, there is a danger that earthquake survivors will resort to drinking water sources contaminated by human waste, garbage, or industrial byproducts.

While it will take time to repair Port-au-Prince’s damaged water systems, Dlo Pwop and International Action is securing an initial purchase of 34 larger tanks each with a 2,000-gallon storage capacity to replace those lost. Dlo Pwop/International Action is also developing a plan for rebuilding and repairing tanks and chlorinators destroyed or rendered unusable by the quake, in addition to adding water storage in neighborhoods currently without water tanks.

The CEO/President of an industrial, environmental cleaning and pro-construction company called Starr Touch Enterprises has developed a somewhat unoriginal but interesting take in assuring success of many at-risk youth.  The awareness that many behaviors occur within a scope of environmental events proves to be evident.  Starr Touch has inducted a small segment of its company to the training, education and awareness, advocating social skills groups geared towards many of the troubled youth in today’s society; this segment is Starr Youth. By providing life skills training before placing youths in jobs that are both contracted and affiliated with Starr Touch Enterprises Inc., they are able to provide the tools needed for future success. Starr Touch Enterprises aspires to help young people achieve self-esteem and confidence, while developing a sense of civic responsibility. Because many of the contracts require security background checks, most of the jobs geared for at-risk youth, are through small private owned businesses such as beauty salons, barbershops, carpet cleaning companies, auto shops, and small construction sites that are guided by apprenticeship programs.

One might ask what an apprentice is.  In chapter 4 of the summary by T.H. Hawkins, under the caption, What apprentices are not, an apprentice is “a trade or occupation where formal training over a specified period is given and is allied to the provision of facilities for study leading to a City and Guilds, or qualification.”

According to Mr. Hawkins his summary entitled, What is an apprentice? ‘The term “apprenticeship” has lost the weight it had when it was originally conceived in the sixteenth century, and has now (…) become a blanket term. It covers: temporary and transient –assembly line work (…) and “genuine apprentices” – including craft/trade.’

Starr Touch’s goal in developing Starr Touch Enterprises and its core-training piece, Starr Youth is to create and develop more of the exact jobs that Hawkins mentions, for at-risk youth that will offer the necessary, blue-collar jobs derived from yesterday’s hands-on skill set; these blue -collar jobs have vanished from vocational schools and many other learning environments.

There have been and are currently in place, organizations and programs with ideas and information designed to stop the devastation surrounding many youth. Through numerous out-reach programs, Starr Touch is able to reach many of the young people who would normally have fallen through the cracks and crevices that are often prevalent when faced with neediness and neglect. In the summary referencing the 21st Century Youth article, The Department of Labor introduced a program through the Employment and Training Administration’s office of Workforce Investment Division of Youth Services, and began a YouthBuild program in September of 2006. The program provided job training and education opportunities for at-risk youth.  Much like what they do in Starr Touch Enterprises and Starr Youth, YouthBuild split their time between the construction sites and the classroom, where they encourage youth to achieve GED and high school diplomas. Many organizations provide programs and funding for disadvantaged youth all over the country.  Some of these organizations are in our back yards.  A very good friend, Binx Watts, heads charity golf tournaments every year for inner-city youths; these tournaments have since become very popular.  In an article written by Thomas-Lester, The Washington Post (2007) Binx embarks on his journey in creating and developing the TeeMac Golf Inner City Park Heights Junior Golf Clinic.  Park Heights, an urban area in Baltimore where I personally grew up, has longed been plagued with poverty and violence. Through the game of Golf, Binx and his non-profit organization, TeeMac, is able to provide troubled youth with the exposure necessary for future success, by taking youth off the streets and into structural learning and achieving environments.

As mentioned in the previous paragraph of the 21st Century Youth article, The (ETA) Employment and Training Administration is one of many organizations that offer continuous and relevant studies and job preparation, while connecting youth to many educational opportunities. The abstract summary entitled, Programs Put Teens on a Path to Success, talked to Clayton Muhammad, an advocate for troubled youth primarily in and around his own community.  Muhammad talked about one youngster who was born addicted to crack and how this same youth is a senior class president today because of a program that he created for youths. Muhammad talks about another organization for girls called Diamonds, which is a service fraternity.  The fraternity brings together the sharing of opportunities that aspire to develop, grow and further achieve greatness and success for the Latino and the African-American teen. It is a program that links the two cultures in an attempt to find growth and development while achieving the many goals that often excel through a common bond.

In closing, one can only envision the advantages in educating and training at-risk youths for jobs in today’s environments.  In a collective effort through the many past and present businesses, organizations and programs, there are possibilities of unlimited greatness that can become normalcy for the many aspiring entrepreneurs, environmental developers, maintenance workers and construction workers destined to become the future for the many youths in today’s environments. A curriculum for child-care providers called Teaching Social Skills To Youth by Tom Dowd and Jeff Tierney, it is said that, “Ideally, lessons learned at each stage in a child’s development become the tools that are used to successfully meet the demands of subsequent stages of life.”   It is the concept of Starr Touch Enterprises and its core non-profit piece, to acknowledge the complexities of the human social behavior and to remedy those complexities with techniques in life skills training and development.  It is time that we allow the rapid development of businesses like Starr Touch Enterprises to expose young and troubled youth dwelling in many environments, to the avenues of learning from technologies near and far.  Whether it is computers or cell phones, the idea is to reach beyond their emotional IQ’s so that they may engage themselves in the vigilance of achievement.

Shoats (Goats and Sheep) have already started to die and according to the local elders “this is the first month of the dry season and shoats have started to die and many families are going to loose their animal herds to this drought since many are already in poor body shape due to their deteriorating body condition and increased prevalence of diseases that is killing the already weakened animals”.

The local community and the local regional administration are alarmed with the rate of the current animal deaths, when in fact this is the first month of the dry season. The fear is that; their will be large livestock deaths in the current dry season which is showing signs of drought because of the total absence of pasture and water for the animals.

Livestock herders and their animals are increasingly involved in tracking long distances in order to reach the appropriate watering points and livestock grazing areas, as a result many animals are being lost due to their poor body condition and disease attacks in the absence of good feed and many succumb to early deaths on their way to a better pasture and browse.

Weak animals are increasingly being left at homesteads, since they can not make the long distances involved to reach the pasture and watering areas, and many pastoral families are forced to care for this weak animals by providing water and animal feed at home which is an extra burden to the already struggling families who are unable to feed their household members because the animals are not producing milk and there is no local livestock market in which to obtain a good value for the sale of their animals, most traders will in-fact not buy the animals in the market because of their poor body conditions.

The ability of the pastoral community to withstand these adverse effect of the current hazards and shocks of the would-be drought is greatly reduced because of many intricate issues like poor roads, poor markets for the livestock, lack of animal health facilities and resources to increase animal production, and above all because of the absence of

The government of Ethiopia released a Humanitarian Requirement Document (HRD) on 2 February indicating that some 5.2 Million people will require emergency food assistance for a period of 6-9 months. The document also provides estimates of non-food emergency requirements in health and nutrition, water and sanitation, education and agriculture sectors on the basis of the multi-agency assessment conducted in November/December 2009.

The HRD indicates that the overall poor performance of GU rains in 2009, followed by below average Deyr rains in most parts of Somali region and the lowlands of Eastern Oromia, has lead to further deterioration of the food security situation.

Accordingly, the finding of the multi-agency assessment and subsequent monitoring results indicate that approximately 5.2 Million people will require relief food assistance in 2010. WFP the largest Humanitarian agency in Ethiopia is now planning to target 5.2 million beneficiaries rather than 4.2 million which the agency planned for based on an earlier need assessment. Out of the total projected 5.2 million beneficiaries, the HRD shows that 26.7 percent are from Somali Region of Ethiopia; 20.8 percent from Oromia Region; and 19 percent from Amhara Region.

There is also a fear that a considerable number of school children will drop out of school these year because of the drought related problems that is forcing their families to go further away from school area’s and into the interior to save their livestock holdings and search for better pasture, browse and water for their animals. In areas in which World Food Program (WFP) is implementing school feeding program; student enrollment and retention rate has been seen to be more than satisfactory as the school meals have been an incentive enough for the parents to keep their children enrolled at the local WFP supported schools.

Hence it’s necessary for the government of Ethiopia, the international Donors and community and the local Non Governmental Organizations to embark on concerted efforts to help prevent the loss of assets by the pastoralist to the looming drought by helping the community to build a strong livelihood income that cushions them from the negative impacts of the recurrent droughts and other natural and man made hazards.

Failure of the last Deyr rainfall has contributed to the lack of pasture regeneration as animal feed and water availability is below normal given that the traditional water harvesting systems have not fully been replenished by the last rainfall season. Birkas were half filled with rain water and as a result the water reserved for the long dry season of Jilal were depleted and consumed during what other-wise would have been a rainy season months of November and December. As a result many areas have already started to experience critically early water shortages during the current first months of the dry Jilal season (from January to mid April).
